Howdy. I am at the start of recommissioning an EI Suffolk punch 43 - my 3rd now and last from the 3 donors I collected.. this is going to be a straightforward recom, no paint or tarting up and it actually looks ok anyway and cutter and rollers move well unlike my 1st!

Will do oil, valves, general bearing lubes, cutter unit, strip carb and clean up but...the recoil is driving me nuts! I want to make sure of spark before I go further

The cord had snapped, so cleaned up and replaced, reassembled and I can't seem to get it to engage and recoil properly before I offer it up to the flywheel cup. It just seems to click as I try to generate some spring recoil.

Have I got the coil on the right way round and is there a knack to this?

Sounds as though the lug on the pulley is failing to engage the hook on the spring. Your image shows a sharpish bend in the last couple of cm of the spring. Try smoothing it out and positioning he hook near the centre and in the right orientation to catch the lug. Bit of a fishing expedition, just be ready to "strike" when it catches. 

This one catches easily if the pulley is put on and pressed down while turning slowly  Clockwise .It then drops fully home and engages the hook as it is turned anticlockwise.

Many thanks for that, perfect reference pic and advice to go on, all my other suffolks are in storage miles away now so that's saved me a lot of time having to go and dig one out!

Got it engaging well and no spark, been here before a few times, good nick machine but now know why it was laid up, will pull the flywheel and see what I have. Shame really, was hoping for a quick one to pass on to  friend...If its a 2 pole flywheel/coil combi I may as well just break it. :-(

Big edit whoops!

Just pulled the motor ground connector and tried again, best spark I have seen off one of these!

I should know better on these by now - I know where to go from here - :-)

Once I disconnected the ignition kill ground and got some fresh fuel in this Punch 43 started with little effort and runs very nice as it is. In fact the carb was so clean internally I did not bother and put it back together, I will just change the oil not even bother with the valves - no smoke and very smooth.

Notable that whatever position the throttle was in that the governor plate attachment to the ground was always on

As easy as it might be to clean up and fix, this mechanism or issue is not described in the diagrams or service manual.

I wonder how many have been put to loss over this little fixable issue by fed up owners unable to start, pretty sure thats why this one was laid up for peanuts..

What I mean is when the throttle lever is at the off position it should cut the ignition, but the kill contact can still stay be in place due to the nylon washer etc behind the governor plate not separating the circuit and metal parts still touching, I have also seen the opposite of this issue where they won't turn off when closed. 

It is this area and the nuts/washers etc behind which can cause either issue.
